The Australian Rugby Union wants to know what rugby rules fans would change. Here is your chance!

The Australian Rugby Union is giving fans the opportunity to propose any law changes that would be implemented during their new National Rugby Championship begins in August.  What law changes would you like in rugby?

This initiative is intended to increase the fans input into the game of rugby and hopefully help the new domestic competition off the ground for once as they keep trying a domestic competition in Australia with limited success.

Some new rugby rules for me would definitely involve clarifying forward passes so that it is simply if the ball is caught forward of where it was passed from.

The breakdown is always an interesting area full of controversy.  I wonder if rucking should be brought back in to stop players lying all over the ball.

Scrums are a nuisance.  I think that scrums should continue if the ball is at the Number Eight's feet, even if it has collapsed.  I am sick of these halfbacks getting penalised for not putting the ball in straight.  I would also rather see free kicks awarded for scrum infringements rather than penalties.

I think that quick taps should be allowed to be taken from anywhere on or behind the referee, because I hate when referees stop players taking taps from a metre from the correct mark.

Should they have 40 / 20 s in union like rugby league?  So you get the lineout throw if you kick the ball from inside your own forty metres and it bounces into touch within 20 metres of the opposition goal line.

Is it time for rugby to have two onfield referees?

Should players who don't interfere with the play be penalised?  Sometimes referees are pedantic with this.

Should advantages be of a consistent length like two opportunities to score and advantage is over.  Should penalty and free kick advantages be the same length rather than more leeway given for a penalty.

Should drop goals be worth one point instead of three?  

I hate the way referees are inconsistent with some rulings.  Sometimes accidential offside when a player touches the ball after being infront of his teammate is penalised and other times it is a free kick.  I want consistent rulings.

With TMO rulings, I think the referee shouldn't be allowed to say anything.  Some referees ask if there is a reason why they can't award a try and others don't.  I also think that the TMO should be allowed to jump in to prevent an incorrect decision being made if they see an incorrect ruling or an injustice.

Should the benefit of the doubt go to the attacking or defending team when deciding if a try is scored?

Should substitutions be allowed back onto the field?  I think the whole blood bin is cheating when a player barely has blood.

My biggest gripe is the scrums, which have degenerated into randimised penalty restarts.

Instead of wasting time with putting down a scrum, just flip a coin and give the penalty to the team who called it. Same result just a lot faster!

Being more serious, there are 2 main scenarios that cover about 75% of the penalties.

1. The ref hasn't much clue but decides a penalty must be awarded because they picked up on one perceived technicality, probably one of the many that actually took place.

2. A domoninant team dominates. The pummelled team gets smashed, and then as if that weren't enough they get penalised for their trouble.

Like a lot of people, I can think of answers to some of this, but not all of it.

What I do know is that scrums are a mess, and have become a major problem. Stopping the clock while this rubbish carries on is a great idea - a good chance to snatch another beer, or sneak a 'yup' to the missus so she thinks you're actually listening.

Sorry and by the way - two refs have been experimented with, last year on certain levels of varsity rugby in SA. Nothing seems to come of it. From the few games I have seen, there are many reasons to remain with one ref and two assistants - I mean, enough is enough. As far as TMO's are concerned - in many cases the TMO is someone who couldn't make the grade on the field. And they make the weirdest decisions.

I agree that many rules are up for change, but "I hate this and I hate that" is no reason to change a rule. Example: you hate about the quick taps. Maybe there is a reason, like how far "on or behind' should the player be. 1 metre, 2 metres, 10 metres? I hate it too, but for the most see that players who should know where to take it, err on the border of stupidity.

In general I believe that rules where the ref has to interpret are those that should be changed. Breakdowns are a typical example. Most fans are frustrated and in most cases the ruling could have gone to any of the two sides. Better to simplify, e.g. by returning the ruck. May be slower, but less frustrating. Forward pass is another such thing where refs interpret. Scrums are the worst.If a prop pops from a scrum, he is penalised - so how does the ref know that his opponent didn't push upwards - which happens in most cases. I know, since I have been there and have done that. What the heck is the difference between a wheeled scrum and one that is pulled around. One prop pulls, while the other pushes - depending on the abilities of the opposition. Same trick, ruled in different ways.

In the breakdown, there are about 6 different ways to interpret 'joining from behind' or 'entering through the gate'. Or many refs have bad sight. To be behind the last man's feet in the breakdown - laughable, because of either interpretation, or blindness. Some teams can't get their game going when the ref applies this rule correctly.

There are more areas of the game that is open to interpretation. When a player hit another player, it could be overseen, penalty, yellow card and should be a red card. Consistency is also an issue and no rule can fix that, except for the rule where the ref's pay is docked.

I would suggest that a list of 'interpretation areas' is made and those rules must be simplified in the spirit of rugby. Another good exercise would be to set a target where the number of rules is reduced a percentage, e.g. 20%. The spirit of rugby should remain - there is a reason why rugby fans don't watch badminton.

I believe that the law where a player can put his foot in touch, even though the ball has not passed over the line, and the ball is called out of play needs to be changed. If the player goes into touch carrying or touching the ball the call should be out and the ball given to the other team for a 5m scrum(dead ball line) and line out (side line)

I think calling time off if a scrum needs to be reset would help the game immeasurably. So much wasted time when scrums keep collapsing etc! Can be very frustrating to watch.
